Starting a Charitable Activity Policy #
Devxchange International works with Canadian Project Lead Volunteers (PLVs) and local groups outside Canada to help carry out Devxchange’s charitable activities internationally.
Potential charitable activities may be identified through:
- Existing community relationships
- Volunteer travel or field visits
- Local groups outside Canada submitting an Expression of Interest (EOI)
- Recommendations from volunteers, supporters, or Devxchange leadership
- Previous humanitarian, educational, agricultural, health, or environmental initiatives
All proposed activities must align with Devxchange’s registered charitable purposes, organizational capacity, oversight requirements, and CRA compliance standards.
Submitting an idea, EOI, or proposal does not guarantee approval, onboarding, fundraising authorization, training, funding, or a Grant Agreement relationship.
Devxchange Charitable Purposes #
All proposed charitable activities must align with one or more of Devxchange’s approved charitable purposes:
Education #
To develop and advance educational programs for all ages in developing countries through improving school environments, provision of adequate resources, curriculum development, initiatives that increase attendance, and assistance with tuition or school fees.
Income Generation/Poverty #
To relieve poverty in developing nations by providing food and other basic supplies to persons in need and ensuring sustainable livelihoods through income-generating projects and initiatives.
Health #
To develop or promote public health in developing nations by educating and instructing the public on prevention of, and curative measures for, health problems and by researching and documenting changes in the health of the community.
Water #
To improve the quality of drinking water in developing nations by constructing wells and water treatment, irrigation, and sewage treatment systems.
Agriculture #
To improve skills in forestry, agriculture, and horticulture and to assist in the preservation of the environment in developing nations.
Activities that do not align with these charitable purposes may not be approved.
Canadian Project Lead Volunteer (PLV) Process #
Project Lead Volunteers are Canadian volunteers who assist Devxchange with oversight, communication, fundraising, monitoring, and administrative support for approved charitable activities.
PLV and Activity Approval Process #
1. Submit a Volunteer Interest Request #
Interested Canadians may contact Devxchange to express interest in becoming a Project Lead Volunteer.
Potential PLVs may be asked to provide:
- Basic volunteer information
- Relevant experience or interests
- Information about a proposed charitable activity opportunity, if applicable
2. Submit a Proposed Charitable Activity for Review #
Before onboarding or training begins, Devxchange must first review the proposed charitable activity opportunity.
The proposed activity must be developed collaboratively with the local group outside Canada (“grantee”) and include:
- A completed Devxchange Project Proposal Template
- A completed Annual Budget and Planning Form
These forms include the proposed activities, goals, budget information, timelines, beneficiaries, and planning details required for review.
Devxchange will review submitted materials to determine:
- Alignment with charitable purposes
- Feasibility and oversight capacity
- Risk and safeguarding considerations
- Financial and reporting requirements
- Potential compliance concerns
- Whether the activity is appropriate to move forward for further review
Devxchange reserves the right to decline, pause, or request revisions to any proposed activity.
3. Initial Approval and Onboarding #
If the proposed charitable activity is approved to move forward, the potential PLV may then be invited to:
- Complete onboarding forms and agreements
- Review Devxchange policies and procedures
- Participate in orientation or training
- Sign applicable volunteer agreements or MOUs
Approval to begin onboarding does not guarantee final approval of the charitable activity or authorization to fundraise.
4. Due Diligence and Activity Review #
Following onboarding, Devxchange may conduct additional review which may include:
- Community needs assessment
- Risk assessment
- Review of grantee leadership and capacity
- Safeguarding and compliance review
- CRA compliance review
- Review of measurable deliverables and charitable outcomes
Additional revisions or supporting documentation may be required before approval proceeds further.
5. Grant Agreement and Final Approval #
If approved, Devxchange may enter into a Grant Agreement relationship with the local group outside Canada responsible for carrying out the charitable activities.
Grant Agreements outline:
- Approved charitable activities
- Approved budgets and deliverables
- Reporting and accounting requirements
- Oversight and monitoring expectations
- Use of funds and accountability requirements
- Safeguarding and compliance obligations
No fundraising, public representation, or transfer of charitable funds may occur until required approvals, onboarding, and Grant Agreements are completed.
6. Fundraising, Oversight, and Reporting #
Once approved:
- PLVs assist with fundraising and public awareness
- Devxchange maintains direction and oversight of activities
- Grantees carry out approved activities locally
- Reporting, accounting, and planning requirements must be maintained
- PLVs assist with communication, monitoring, and compliance support
All charitable activities conducted through Devxchange remain under the direction, oversight, and responsibility of Devxchange International.
